Manitoba Stronger Together: Wally Daudrich Unveils COVID-19 Mandate Amnesty Plan Contingent on Premiership

Today, Wally Daudrich, a Churchill-based entrepreneur and candidate for the leadership of the Manitoba Progressive Conservative Party, announced a bold and compassionate proposal tied to his bid for both party leadership and the premiership of Manitoba. Daudrich pledged that, if he becomes the leader of the Progressive Conservatives on April 26, 2025, and subsequently wins the premiership, he will dismiss all provincial and municipal charges linked to the enforcement of COVID-19 mandates during the pandemic.



The plan is sweeping in scope: Daudrich promises a full refund of fines paid by individuals, businesses, and institutions—including churches—that were penalized under the pandemic rules enforced by the former Progressive Conservative government under Brian Pallister.


Additionally, he commits to canceling all outstanding charges still pending from that period, offering Manitobans a fresh start. This initiative directly addresses the hardships faced by those targeted, notably churches that endured hefty fines and legal action for holding services deemed non-compliant.


“This isn’t just a promise—it’s a commitment to right the wrongs of the past,” Daudrich declared in his statement today. “If I’m entrusted as leader and premier, I’ll ensure Manitobans aren’t haunted by those heavy-handed mandates. Families, businesses, and churches deserve relief, and that money returned can rebuild our communities.”


Daudrich, known for running Lazy Bear Lodge and Expeditions, frames this as both a moral and economic reset. The refunds and cancellations could involve millions in provincial funds—a price he deems essential to restore trust in government. His campaign estimates thousands of tickets and penalties could be affected, with funds potentially redirected to community and charitable causes.


The announcement also comes with a challenge to the current NDP government. Daudrich’s campaign has called on Premier Wab Kinew to clarify the NDP’s stance on this amnesty proposal. To date, there has been no response from Premier Kinew or his administration, leaving Manitobans wondering where the NDP stands on revisiting these pandemic-era measures.


As Daudrich vies for leadership against opponent Obby Khan, this pledge underscores his willingness to confront the party’s past and chart a new course. With PC memberships available until February 28, the race is heating up, and this could prove a pivotal issue for voters. If successful, Daudrich’s path from party leader to premier would hinge on the next provincial election, expected by October 2027 unless called earlier.
